State Authorization

State authorization refers to federal, state and professional licensing board regulations that impact educational activities offered across state lines and programs that lead to professional licensure or certification. Compliance with these regulations ensures that a Montana State University Northern degree will be recognized.

 

Professional Licensure and Certification Disclosures

The curriculum for programs at MSUN that customarily lead to licensure have been designed to meet the licensure/certification requirements in Montana and prepare students to apply for licensure exams in Montana. The licensure boards in each state are responsible for establishing the requirements for licensure/certification for their state. Completion of a MSUN program may not meet education requirements for a license or certification in another state.

Students who intend to work in any state other than Montana need to review the professional licensure disclosures pertaining to their program and consult with that state's professional licensing board. The state professional licensing boards make the ultimate decision as to whether or not an individual will be eligible to sit for licensure based on the rules and regulations in place at the time the individual submits their application for licensure. 

If your program leads to a professional license or certification, authorization may be required from the state professional licensing board prior to beginning a clinical or field experience in that state. Check with your program's internship or clinical coordinator with questions about state professional licensing board requirements prior to beginning an internship or field experience in another state.

MSUN makes every effort to ensure information about educational requirements for licensure or certification information is current; however, state requirements may change. Separate from educational requirements, state licensure boards may require applicants to complete professional examinations, background checks, years of professional experience, jurisprudence exams, etc. If you are planning to pursue professional licensure or certification in a state other than Montana, it is strongly recommended that you contact the appropriate licensing entity in that state to seek information and guidance regarding licensure or certification requirements before beginning an academic program.

 

Physical Location Disclosure

Due to federal and individual state regulations, MSUN is limited in providing online courses and programs to students in certain states and countries. Acceptance into an online program or enrollment in an online course is based on where the student is physically located while taking the course(s). Activities such as completing clinical and internship requirements in a location outside of Montana are also governed by these regulations. Therefore, should an enrolled student CHANGE PHYSICAL LOCATION, he/she must notify the Registrar’s Office at least 3 months in advance. This policy applies to students who are taking online courses in a state/country outside of Montana (study abroad) and students who are planning to complete their clinical coursework or internship in a state/country outside of Montana. 

 

NC-SARA Professional Licensure Directory

NC-SARA has worked with the SARA State Portal Entities (SPEs) and regional compacts to create the Professional Licensure Directory, which currently provides contact information for five programs that lead to a professional license (Counseling, Nursing, Psychology, Social Work, Teacher Education). This professional licensure directory provides general contact information and will NOT regulations or requirements. NC-SARA will update the contact information twice annually. 

 

View Professional Licensure Program Information

The Bachelor of Science in Engineering Technology: Civil Engineering Technology is accredited by the Engineering Technology Accreditation Commission (ETAC) of ABET, under the General Criteria and Program Criteria for Civil Engineering Technology and Similarly Named Programs. Through accreditation with ABET, MSU-Northern’s program is recognized by the Sydney Accord, a Mutual Recognition Agreement that recognizes “the substantial equivalency of participating organizations’ accreditation processes and their graduates’ preparedness to begin professional practice at the entry level”. 

Graduates of the Bachelor’s degree program who pass their Fundamentals of Engineering (FE) Examination are qualified, under Montana State law, to pursue a career as engineers in training. With the FE and four years of progressively responsible experience and other criteria as set out by the  Montana Board of Professional Engineers and Land Surveyors  graduates may sit for their Principles Practices of Engineering Exam (PE).

MSU-Northern Counselor Education graduates who complete an approved program of study and meet high academic standards (cumulative GPA of 3.0) are eligible to apply for a school counseling license and/or a clinical professional counselor license in Montana depending on the educational concentration pursued. The University’s School Counselor Education program is accredited through the State of Montana Office of Public Instruction. Graduates pursuing licensure in this area must complete an application for licensure through the Montana Office of Public Instruction to practice in the state. Those pursuing licensure as a clinical counselor must make an application through the Montana Board of Behavioral Health. All applications for licensure are reviewed on the basis of the rules under which the license is issued.

Students wishing to pursue licensure as a School Counselor outside of the state of Montana should contact that state’s Department of Education for detailed information on the licensure application process and requirements. Students wishing to practice Clinical Counseling outside of the State of Montana can consult the NC-SARA Professional Licensure Directory for Counseling for licensure agency contact information. It is important to note that each state is responsible for its own certification/licensure requirements. Students must contact the office of certification in any state in which they plan to practice to obtain the most accurate information on certification requirements.

School Counseling

MSU-Northern Teacher Education graduates who complete an approved program of study and meet high academic standards (cumulative GPA of 2.5) are eligible to apply for an educator's license in the State of Montana. Students must complete an application for licensure through Montana State University-Northern's Teacher Certification Officer to the Office of Public Instruction. Because of regular review of licensure by the Office of Public Instruction, eligibility requirements from the University are subject to change. All applications for licensure will be reviewed on the basis of the rules under which the license is issued.

Students who wish to practice in a state other than Montana may have additional licensing requirements that need to be completed in that state. Most states have provisions for individuals credentialed in Montana to teach on a temporary basis while they complete any additional requirements for teacher certification/licensure. It is important to note that each state is responsible for its own certification/licensure requirements. Students must contact the office of certification in any state in which they plan to teach to get the most accurate information on certification requirements. State licensure agency contact information is provided through the NC SARA Professional Licensure Directory for Teacher Education. Students can also review interstate agreements/reciprocity through the National Association of State Directors of Teacher Education and Certification.

The Associate of Science in Nursing (ASN) at MSU-Northern is nationally accredited through the Accreditation Commission for Education in Nursing (ACEN). Graduates from this program are eligible to sit for the National Council Licensure Examination (NCLEX-RN) and apply for either single-state or multi-state licensure in the State of Montana.   

Montana is one of forty-three (43) jurisdictions currently participating in the Nurse Licensure Compact. Because of this, graduates of Northern’s ASN Program that pass the NCLEX-RN exam are eligible to apply for a multi-state license and practice in any of the other forty-two (42) Compact states as long as Montana is maintained as the primary state of residence. Nurses holding a multi-state license that relocate to a new primary state of residence must apply for a multi-state license in the new state within 60 days.

As licensing requirements can vary by state, satisfaction of Montana’s educational licensure requirements does not guarantee that students wishing to obtain initial licensure in another state will have satisfied that state’s requirements. This is often determined by a careful review of transcripts by each state’s State Nursing Board. Students are responsible for confirming all licensure requirements with the appropriate licensing agency in any state in which a license will be pursued. NC-SARA’s Professional Licensure Directory for Nursing is a helpful resource that provides contact information for these agencies.  

The following tables provide information regarding Nurse Licensure Compact participants and whether MSU-Northern’s ASN program satisfies all education requirements for initial licensure in states other than Montana. Beyond any educational requirements, applicants for licensure in other states may be required to pay additional licensure fees, complete additional background checks, provide proof of nursing education and credentials, etc...
